Among them are fishing boats, many are Chinese coast guard ships that have reportedly harassed, rammed, and attempted to board Filipino boats amid the ongoing standoff.
Portions of the film are incredibly gripping, though often the conflict takes the form of a tense game of seaborne intimidation. Personnel on each side's boats broadcast lengthy speeches over short-wave, laden with technical legalese, engaging in a kind of "airwave diplomacy".
The Mission Behind the Title
The documentary's name points to the ongoing mission by the Filipino military to deliver provisions to remote islands in the West Philippine Sea where soldiers hold the line for long, solitary stretches. These specks of land are often just small accumulations of sand in shallow waters, comparable to a football pitch, reachable solely via high-speed inflatable boats.
The journeys are clearly frightening for the young animals on board, which are loaded alongside canned goods and additional provisions. Footage captures the goats struggling for a stable position as the boats hurtle across the rolling sea.
Impact on Livelihoods
The film also follows local fishermen around the more populated Scarborough Shoal, who lament over dwindling catches attributed to the sheer number of Chinese fishing boats in their customary waters.
A Compelling Subject, Imperfect Execution
Critically speaking, the documentary is somewhat hampered by a slightly disjointed storytelling structure and a soundtrack that can feel overly tacky, overplaying the tense scenes. However, it is ultimately a compelling examination of a geopolitical issue that receives little discussion in Western media.
