Zelensky States He Lacks Explicit Security Pledge from Allies
President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
These remarks follow a day after the UK and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is finalized.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be sent.
Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has not yet commented on the declaration made in the city of Paris.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".
He continued: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant due to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.
Recently, Zelensky said a peace deal was "90% ready".
Territorial concessions and security guarantees have been at the center of unresolved issues for negotiators.
The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.
Moscow currently controls about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions form the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
